The Labor Party Bylaws revised in January released by the Ministry of Unification and the US intelligence service on the 2nd stated that the immediate purpose was “realization of the independent and democratic development of society on a national scale”, replacing “the whole country” with North Korean territory and deleting “the nation”. .
The change of the Labor Party foreshadowed the destruction of the “inter-Korean basic agreement” by adopting the “socialist corporate responsibility management system” as the economic system in the revision of the constitution in April 2019 and entering a socialist country based on the socialist economic system.
In September 1990, the Inter-Korean Basic Agreement stipulated 'reaffirmation of the three principles of national reunification of the July 4 Inter-Korean Joint Statement', 'promoting common prosperity through exchanges and cooperation', and 'joint efforts to achieve peaceful reunification', and Chapter 3 ' Inter-Korean exchange and cooperation' contains 'improving the welfare of the nation as a whole and promoting the recovery and development of the national community'.
Unlike the “socialist enterprise management system” newly adopted by the Labor Party, the April 2018 Panmunjom Declaration stipulated “the balanced development and common prosperity of the national economy”.
The 'Panmunjom Declaration' by President Moon Jae-in and Chairman Kim Jong-un said, "By achieving all-round epochal improvement and development of inter-Korean relations, we will connect the bloodlines of the broken nation and advance the future of joint prosperity and independent reunification." In order to achieve prosperity, we decided to actively promote the projects agreed in the 10.4 Declaration and take practical measures to primarily connect, modernize, and utilize the railways and roads of the Donghae and Gyeongui lines. However, North Korea rejected the project.
The revision of the Labor Party rules formalized exchanges with the Japanese Communist Party and expanded negotiations with the Japanese Communist Party by deleting the existing "Breaking the tactics of re-aggression of Japanese militarism" and emphasizing "building a communist society".
Article 26 of Chapter 3 of the "Party Central Organization" of the Labor Party Bylaws states, "The plenary session of the Party Central Committee elects the first secretary and secretary.
