In the Biden administration's attempt to establish a bipolar system with China, disarmament negotiations between the US and Russia began, NATO forces attempted freedom of navigation in the South China Sea, and a new conflict began on Dokdo in the northern tip of Northeast Asia.

After the meeting in Geneva on the 16th, Russian President Putin announced an agreement to initiate nuclear negotiations to replace the New Strategic Arms Reduction Treaty (New Start), a nuclear control treaty between the United States and Russia, which expires in 2026.

Russia's Interfax news agency reported immediately after citing Kremlin officials that the leaders of the United States had adopted the Joint Declaration on Strategic Nuclear Stability to Prevent Nuclear War.

In a joint statement on the 14th of the NATO summit earlier this month, President Biden said, "It poses a structural challenge to China in areas related to the rules-based international order and security of alliances." At the 2019 summit, "opportunities and challenges" were described as "opportunities and challenges". They changed their position to pressure and demanded that they “act responsibly.”

The Republican Trump administration's US firstism did not re-extend the New Start at the 2018 Mirror Talks due to the strengthening of the US unipolar system, but rather started an arms race by abolishing the Intermediate-Range Nuclear Forces Agreement (INF), which was agreed upon by President Obama in 1987.

Regarding the approach to disarmament at the US-US summit, the secretary-general of the International Campaign to Abolish Nuclear Weapons (ICAN) said on the 14th that "a way will be opened to deter China's armaments" before the meeting on the 16th.

ICAN revealed that nuclear weapons spending by nuclear weapons states totaled $72.6 billion in 2020, with the United States accounting for more than half and China in second place, showing a new start in nuclear disarmament attempts with China and Russia targeting North Korea.

Regarding the NATO joint statement on the 15th, China's delegation to the EU said, "NATO's total defense spending this year is more than half of the world's and 5.6 times that of China. If you look at nuclear warheads alone, it is close to 20 times that of China." Reasonable, transparent, and consistently defensive."

The Financial Times reported that the Queen Elizabeth aircraft carrier set sail for August entry into the South China Sea on the 22nd of last month, saying, "Prime Minister Boris Johnson had already abandoned his golden years with China in 2015, and it is a clear warning signal to China that it is escalating military tensions around Taiwan." reported that

Earlier, on May 21, the Korea-US summit issued a joint statement calling for the guarantee of freedom of navigation in the South China Sea.

The Ministry of National Defense of the Republic of Korea announced on the 14th, "Our military has been conducting regular territorial defense exercises in the East Sea every year."

Japan's Defense Minister Nobuo Kishi said on the 15th, "The Korean military has protested to the Korean government regarding the conduct of the East Sea territorial defense training exercise." Considering that it is, it is absolutely unacceptable,” he said at a press conference.

On the 12th, the Japanese Ministry of Foreign Affairs filed a complaint to the financial secretary of the South Korean embassy in Tokyo, demanding an explanation from a working level, and the Korea-Japan summit was canceled during the G7 summit on the 11th and 13th, arranged by the United States.

The U.S. Navy's Dong-A Ilbo reported on the 16th that the US 7th Fleet's latest Aegis destroyer recently performed a naval operation mission, including a simulated launch exercise of a 25,000 km-range Tomahawk cruise missile in the East Sea, the Dong-A Ilbo reported on the 16th.

On the 20th and 25th of last month, during the ROK-U.S. summit, the Jefferson City nuclear submarine of the US 7th Fleet conducted a strike drill with a tomahawk on a target that the Rafael Peralta Aegis destroyer had won in the East Sea, and secured a landing point with surface-to-ground weapons and carried out infiltration of special operations forces. The training was captured in Yokosuka, Japan on the 25th, OBS reported on the 28th of last month.

In June 1965, under the leadership of U.S. Secretary of State Rusk, Kim Jong-pil, the head of the Central Government, signed the Korea-Japan agreement with the exception of the dispute over Dokdo, leaving it as a remnant of the Japanese colonial period.

On August 10, 1945, Colonel Dean Rusk, who was the policy director of the US Department of the Army, drew the 38th parallel on the map and did not connect Dokdo to Dokdo on the map.

President Moon Jae-in visited the Spanish Senate Library on the 16th to see a map of the Joseon Kingdom made by a Westerner by referring to a Chinese map from the 1730s and said, "Dokdo is a very valuable document that shows that Dokdo is Korean territory."

Hyon Song-wol, head of the North Korean (People's Democratic Republic) performing arts troupe, who participated in the Pyeongchang Olympics, performed the song "Dokdo is Joseon's" continuously at performances in Gangneung and Seoul in February 2018.

The Biden administration changed the English version of North Korea from North Korea to DPRK.

North Korea and Japan also demanded post-war reparations, and the agreement broke down, and negotiations over the abduction of Japanese people raised by South Korea and the US intelligence agencies have been raised, and negotiations have failed, and they are likely to become negotiators according to the Dokdo dispute.
