North Korea is attempting to counteract diplomatic negotiation with Japan by firing consecutive missiles.

In a speech to the Supreme People's Assembly on the 29th of last month, North Korean leader Kim Jong-un said, "In the defense sector, we will spur the development of a powerful new weapon system that can stably manage the unstable military situation in the Korean peninsula and thoroughly suppress the military movements of hostile forces. The next day, it launched a surface-to-air missile and attempted to counteract negotiations with Japan.

In his speech, Chairman Kim expressed his intention to “restore the inter-Korean communication lines that were cut off due to deterioration of relations from the beginning of October as part of an effort to realize the expectations and aspirations of the whole nation for a lasting peace on the Korean peninsula.” “Whether North-South relations are restored and developed to a new level or whether the current deterioration continues depends on the attitude of the South Korean authorities. We have no purpose and no reason to provoke south Korea, and we have no intention of harming South Korea.”

North Korea's Korean Central News Agency (KCNA) said on the 1st, "On September 30, the National Defense Academy of the Democratic People's Republic of Korea tested the newly developed anti-aircraft missile for the purpose of verifying the overall combat performance and operational practicability of the launch pad, detector, and combat command vehicle. The launch was carried out,” he said.
A deputy spokesperson for the Ministry of Unification said on the 1st, "As Chairman Kim Jong-un expressed his will to restore the communication line from October, we expect the communication line to be restored and operated stably as soon as possible."
On the 29th of last month, North Korea's Korean Central News Agency (KCNA) said, "The Defense Science Academy conducted a test launch of a newly developed hypersonic missile Hwasong-8 in Doyang-ri, Ryongrim-gun, Jagang Province on the morning of the 28th. and the stability of the motor.”

Jang Chang-ha, dean of the National Defense Science Institute, said in a report titled “South Korea’s Clumsy Underwater Launched Ballistic Missiles” published by the Korean Central News Agency on the 20th of last month, “The submarine-launched ballistic missile of its own technology disclosed by South Korea cannot be an effective means of military attack in war. “It is a weapon with strategic and tactical value, and it is not at the stage to accept it as a threatening means. It is far from an underwater weapon, and simply put, it is a weak weapon that does not have its shape,” he said. “It was definitely not a submarine-launched ballistic missile. It is judged as a tactical ballistic missile with a range of less than 500 km. (omitted) “We also went through all these processes,” he said.

The dean of the North Korean Academy of Defense Science said, “South Korea is paying attention to the fact that South Korea is obsessed with the development of a submarine weapon system and is closely monitoring its intentions. It foreshadows an even more tense military tension on the Korean peninsula, while at the same time reawakening us and making it clear what we have to do.”

Regarding the North Korea-US negotiations, North Korea's Chairman Kim said in his address to the administration, "The US is insisting on 'diplomatic involvement' and 'dialogue without preconditions', but it is nothing more than a façade to deceive the international community and cover up their hostilities. It is nothing more than an extension of the hostile policy pursued by previous US administrations.”

Previously, Chairman Kim directly stated “South Korea’s US military augmentation” as regards the “hostile policy”.

U.S. Secretary of State Tony Blincoln said on the 30th of last month, "We are concerned about these repeated violations of UN Security Council resolutions." “I think it exacerbates instability and anxiety,” he said, recalling that 'Special Representative for North Korea Sung Kim is talking to South Korea and Japan'. ,” he said, revealing Japan as a negotiator.

At a briefing on the 30th of last month, U.S. Northern Commander Glenn VanHuck said, "I understand that intelligence agencies are still analyzing North Korea's claim that it has tested hypersonic speed." "My assessment is that the (US) mainland is safe and reassured from the hypersonic capabilities that North Korea claims to have tested," he said.

President Moon Jae-in visited the event site on a Marine Corps helicopter to commemorate Armed Forces Day on the 1st, and North Korea announced the launch of a long-range surface-to-air missile test on the same day.

In his commemorative speech on the same day, President Moon said, “Peace built and maintained on the basis of strong national defense can guarantee lasting peace on the Korean Peninsula. The declaration of the end of the war was directly linked to the basic peace.

In its defense white paper, Japan stated that South Korea's defense expenditure in 2026 will reach 70 trillion won, and that by 2025, South Korea's defense expenditure will reach 1.5 times that of Japan.

North Korean leader Kim Jong-un, in his address to the municipal administration, expressed the 'strengthening of ROK-U.S. arms' as a 'hostile policy'.
