Yoon Seok-yeol's 'anti-state secret activity threatening liberal democracy' Constitutional 'Democratic Republic'
While President Yoon Seok-yeol revealed 'anti-state forces' secret activity threatening liberal democracy system', Article 1 of the Constitution explicitly states that 'sovereignty resides in the people and power comes from the people' in a 'democratic republic', which led to a conflict.
At the State Council meeting, President Yoon stated, “Anti-state forces that threaten the liberal democratic system are active in many places within our society,” and “North Korea will mobilize them from the beginning of the war to increase national confusion and divide public opinion through violence, public opinion manipulation, propaganda, and agitation,” and therefore, “We must actively seek ways to increase the will of all citizens to resist,” and announced the activation of the national right-wing system of “punishing opposition to liberal democracy” on the 19th.
On the 16th, Unification Minister Kim Young-ho stated regarding the “Liberation Day Doctrine Declaration of Free Unification” that “the three key strategies are to solidify the value of freedom domestically, promote the desire for free unification of North Korean residents, and secure international support for free unification,” thereby formalizing the policy of “strengthening the domestic right-wing” and strengthening the right-wing system.
Article 1 of the Constitution states, “The Republic of Korea is a democratic republic,” and in Paragraph 2, “The sovereignty of the Republic of Korea resides in the people, and all state authority emanates from the people,” and in the “preamble,” <Further solidifying the liberal democratic basic order based on autonomy and harmony, and ensuring equal opportunities for all in all areas of politics, economy, society, and culture> stipulates ‘liberal democracy’ as a condition in ‘national order’.
Article 4 of the Constitution states, <The Republic of Korea seeks unification and establishes and promotes a peaceful unification policy based on the liberal democratic basic order>, and ‘liberal democratic order’ is stipulated as a condition for ‘peaceful unification policy based on the liberal democratic basic order’ in unification.
The Encyclopedia of Knowledge states that a democratic republic is “a country whose national system is democratic and whose government is republican” and that “a country where sovereignty resides in the people and the exercise of sovereignty is carried out according to the will of the people”, and the national system (national identity) is specified as “democracy”, so “liberal democracy” corresponds to a departure from the national system.
President Yoon’s remarks at the State Council meeting on the 19th were, “Anti-state forces that threaten the liberal democratic system are active everywhere within our society. North Korea will mobilize them from the beginning of the war to increase national confusion and divide public opinion through violence, public opinion manipulation, propaganda, and agitation,” he said. “We must actively seek ways to block this confusion and division and increase the will of all citizens to resist,” which corresponds to the directive for a “liberal democracy” and “anti-state” resistance system.
On this day, the first State Council meeting to begin the Ulchi Freedom Shield (UFS) exercise, a joint South Korea-U.S. military exercise, President Yoon said, “War can break out at any time,” and “We need a total war system where all members gather their strength as one,” approaching “opponents of liberal democracy as anti-state forces” in a “national mobilization system.”
Reuters reported from Seoul that day, “South Korean President Yoon Seok-yeol called North Korea “the most reckless and irrational country in the world” and urged a thorough readiness posture,” and “He said at a cabinet meeting, “As seen in the conflicts in Ukraine and the Middle East, war can break out at any time.”
The Reuters report <South Korea and the United States began their annual summer military exercises on the 19th to strengthen their joint preparedness to block North Korea's weapons and cyber threats>, it said, adding, <The Ulchi Freedom Shield exercise, scheduled to end on August 29, is being conducted amid North Korea's efforts to develop its nuclear and missile programs and launch a reconnaissance satellite>.
The AP reported on the start of the joint South Korea-U.S. military exercises, saying, <The exercises, which are held every summer, are being conducted amid heightened tensions on the Korean Peninsula as North Korea's weapons demonstrations and the tit-for-tat cycle of the joint South Korea-U.S. military exercises escalate>, adding, <The exercises began just hours after North Korea's Foreign Ministry issued repeated statements calling them "provocative war drills for aggression.">
The AP said, <The exercises could trigger a belligerent response from North Korea, which is expanding its weapons program and issuing verbal threats of nuclear conflict with Washington and Seoul>, adding, <Analysts say Kim Jong-un is seeking to secure the U.S.'s recognition of North Korea as a nuclear power and its economic and security "It could increase pressure during a U.S. election year while pushing for a long-term goal of forcing concessions to be negotiated," the AP said.
The AP added that "about 19,000 South Korean troops will participate in the exercise, which will consist of civil defense and withdrawal training from Monday through Thursday, and will include programming based on a North Korean nuclear attack scenario." The U.S. military did not officially confirm the number of U.S. troops participating in the exercise or whether U.S. strategic assets will be deployed, and in recent months the U.S. has increased the deployment of long-range bombers, submarines, and aircraft carrier strike groups to the area to train with South Korean and Japanese militaries.
