US Oil Russia Fund Saudi Summit ‘Biden Invalid, Zelensky Share’
The US-Russia energy project restoration led by US real estate developers and the Russian sovereign wealth fund was agreed upon, and ‘Biden’s economic sanctions on Russia’ were confirmed invalid, and the Zelensky regime, which had been insisting on ‘North Korean military participation in the war’, was granted a ‘minimum share’.
Kirill Dmitriev, the head of the Russian sovereign wealth fund who was a longtime friend of President Trump and a party to the negotiations for the release of American prisoners led by the real estate tycoon Middle East envoy among the US representatives, said in an interview on Russian television that the 18th meeting in Saudi Arabia was “full of jokes” and that they had a “very delicious” lunch, creating a cheerful atmosphere.

The Trump administration initially demanded a “50% stake” in Ukrainian minerals from Zelensky, and when Zelensky refused, negotiations with Russia shifted to “Zelensky’s previous stake.”
The British daily Telegraph reported on the 17th that President Trump demanded that the Ukrainian government sign a “Reconstruction Investment Fund” agreement and that it “pay back $500 billion in compensation for the support it has received from the United States so far.”
The draft of the fund agreement states that the United States will have 50% of Ukraine’s resource mining revenues and 50% of the economic value of “all new permits granted to third parties” to monetize the resources, and that the United States will have a “lien” on the revenues, and that the governing law will be New York state law.
The Financial Times (FT) of the United Kingdom previously reported on the Trump administration’s demand for a 50% stake (ownership) in Ukrainian rare earth minerals on the 15th.
Witkov, a longtime friend of Trump and a real estate mogul who became a special envoy to the Middle East, shifted the Witkov-Dmitriev structure to the mediation negotiations for the release of an American teacher imprisoned in Russia last week, beating out a former general whom Trump had appointed as special envoy for Ukraine peace talks.

The New York Times said of the Saudi talks, “Major Western oil companies, including Exxon Mobil, joined many others in pulling out of Russia three years ago amid anger over President Putin’s full-scale invasion of Ukraine,” and “Dmitriev said he would present to the American delegation an estimate that American companies have lost $300 billion by leaving Russia,” and reported that the compensation of American oil tycoons was the topic of the Saudi talks.
The mirror meeting, which Crown Prince Mohammed bin Salman provided at a palace in the capital of Riyadh, Saudi Arabia, included Trump’s national security adviser Michael Waltz and Steve Witkoff, Trump’s special envoy for the Middle East and a longtime friend of Trump, along with Secretary of State Rubio, but Witkoff took the lead, calling the meeting “positive, optimistic and constructive.” The Russian delegation included Yuri Ushakov, Putin's foreign policy adviser, and Kirill Dmitriev, the head of the Russian sovereign wealth fund, who formed a negotiating team including Foreign Minister Lavrov, but Dmitriev took the lead in making external announcements to the press.
The Zelensky regime, which suddenly became the Minister of Defense by Ukrainian President Zelensky in September 2023 as a fund businessman in Saudi Arabia and led the psychological warfare of 'North Korean military participation in the war' and became close to the Saudi crown prince, was pushed to the back of the fund business as it was dwarfed by the estimated cost of the restoration of Ukraine, which was $40 billion, and the $300 billion of the US energy.

Is that actually possible?” by saying, “A. Why not? It’s our territory. Anyone in the temporarily occupied territory or anyone who attacks us is considered a terrorist. Naturally, our country has the right to defend itself, and we see them as enemies and terrorists.” He actively utilized the Korean media for the “North Korean military’s participation in the war.”

The National Intelligence Service, which actively participated in KBS and North Korea's psychological warfare, appears to have supported Jellyski, who aimed to increase his stake in the fund negotiations, and supported Trump's presidential election.

U.S. Secretary of State Marco Rubio criticized the former Biden administration’s ‘Russian sanctions,’ saying, “No one in the past three years has been able to put together what we saw today,” and “Donald Trump is the only leader in the world who can do that.”
After more than four hours of talks, the US secretary of state said the two sides agreed to work toward a peace settlement for Ukraine while also exploring “incredible opportunities to work with Russia” both geopolitically and economically.
“We have not only listened to each other, we have listened to each other,” Russian Foreign Minister Sergei Lavrov said, adding that “there is reason to believe that the US side is beginning to understand our position better,” referring to the lifting of economic sanctions.
At a press conference after the talks, Rubio said the US would work with Russia on “the parameters of what an end to the war in Ukraine might look like.”
“There will be engagement and consultation with Ukraine, Europe and other partners,” he said, “but ultimately the Russian side will be an integral part of this effort,” he said, confirming direct business with Russia.
“Russia and the US will explore new partnerships in geopolitics and business,” he told reporters, calling it a “new business relationship.”
