Lee Jae-myung's 'North Korea Dialogue' AP 'Uncertain' NYT 'China-avoiding Strategy' Yomiuri 'Cooperation with Pressure' Contradiction

In President Lee Jae-myung's inauguration speech, AP analyzed 'North Korea Dialogue' as 'uncertain', and New York Times described it as 'strategy system', saying 'avoiding China-related remarks'.
On the day of Lee's inauguration, TASS reported that Russia's top security official Sergei Shoigu arrived in Pyongyang for a meeting with North Korean leader Kim Jong-un.
Yomiuri questioned the part in Lee's inauguration speech where he said 'pressure on North Korea' and 'building peace through dialogue and cooperation'.
Regarding the nomination of Lee Jong-seok as the director of the National Intelligence Service, AP said, "Former Minister of Unification Lee Jong-seok, a dove who prefers greater reconciliation with North Korea, has been nominated as his intelligence chief." "This nomination seems to be related to the president's desire to resume talks, as the National Intelligence Service (NIS) has played a behind-the-scenes role in promoting relations with North Korea in the past." Observers say,” he said on the 4th.
North Korea said on page 6 of its Rodong Sinmun, the official newspaper of the Workers’ Party of Korea, on July 5 that “in South Korea (omitted) In the election, Lee Jae-myung of the Democratic Party of Korea was elected as the 21st President," the report said, separating 'Joseon' and 'Korea' as separate countries, and it seems that the basic condition for foreign relations is 'recognition of a separate country.'

Under the Biden administration, the U.S. State Department has officially changed its term for North Korea to the "Democratic Republic of Korea (DPRK)" under its "diplomacy first" policy, North Korea has abandoned its existing term "South Korea" for South Korea, and in response to the Yoon Seok-yeol administration's policy of "spreading freedom to the North Korean people," North Korea announced a severance of ties, and President Lee Jae-myung used "dialogue with North Korea" in his inauguration speech.
Under the Moon Jae-in administration, the Berlin Declaration was a secret negotiation arranged by the ‘KMC’, a CIA project created in Korea by former Secretary of State Mike Pompeo, who was the CIA director in early 2017, and the Hanoi North Korea-US summit, with South Korea as an assistant.

However, under the Democratic Party’s Biden administration, the CIA was excluded, transferred to the DNI, and replaced with the China Center (CMC), and under the Trump administration, attempts to approach North Korea led by the National Intelligence Service without CIA support appear ineffective.
Chinese state media reported on Wednesday that President Xi Jinping sent a congratulatory message to President Lee Jae-myung, calling the two countries “important neighbors and cooperative partners,” and that the president “considers it very important” to develop bilateral relations.
Regarding the inauguration of President Lee, Chinese Foreign Ministry spokesperson Lin Jian said, “The fundamental driving force behind the development of South Korea-China relations comes from the common interests of both sides,” adding, “China has always taken sides or has not been involved in confrontation between camps. He said, "I have opposed it."
The title of the New York Times inaugural speech was "South Korea's New Leader Confirms North Korea, Not China" and the subtitle "President Lee Jae-myung's Inaugural Speech Signals Diplomatic Maneuvers He Must Undertake to Navigate Relations with China and the U.S." revealed that "foreign policy" is a "strategy-first, not policy-first" system.
The New York Times reported on the inaugural speech, "South Korea's new President Lee Jae-myung laid out key policy goals for his single five-year term, saying he would resume dormant talks with North Korea and strengthen a three-way partnership with the U.S. and Japan." "But the president was reluctant to directly address how he would address the thorny diplomatic challenges he faces as president, such as the growing competition between the U.S., South Korea's sole military ally, and China, South Korea's largest trading partner."

The New York Times continued, "Unlike his campaign speech, where he urged improved relations with China, Lee did not mention relations with China in his inaugural speech, reflecting the delicate diplomatic negotiations his administration will face in the coming months." "Lee has been trying to improve relations with China, We want to recover and spur economic growth.

However, Washington is demanding that South Korea play a bigger role in containing China,” the report said.
In fact, in his inaugural speech, President Lee said, “I will approach relations with neighboring countries from the perspective of national interest and pragmatism,” and the New York Times reported on the 4th that he “hesitated” and said, “He only indirectly mentioned China.”
Reuters reported on the 4th that <He mentioned his country, which often has violent relations with its rival North Korea, saying, “It is better to win without fighting than to win in a fight, and peace without the need to fight is the best security.”> <He promised deregulation to promote corporate innovation and growth, and promised to maintain a strong security alliance with the United States while resuming dialogue with North Korea.>
Regarding the nomination of Prime Minister Kim Min-seok, the AP described him as a “key political ally,” saying, “President Lee has nominated his key political ally and veteran lawmaker Kim Min-seok as the government’s No. 2, Prime Minister.”

The Yomiuri said, “In his speech, President Lee emphasized pressure on North Korea, which is pursuing nuclear and missile development, and said, ‘Dialogue and “We will build peace on the Korean Peninsula through cooperation,” he said, adding, “In a subsequent press conference, President Lee said that while there is ‘conflict surrounding historical and territorial issues’ in South Korea-Japan relations, in the areas of security and the economy, ‘we can find something that is helpful to both sides,’” the Yomiuri reported on the 4th.
Regarding the lawsuit filed by former forced laborers, he said, “It is important to have a consistent policy in relations with the state, and it is not easy to unilaterally impose one’s beliefs without considering the issue of trust,” and expressed his intention to respond to this issue in accordance with the solution of the previous government.
On July 27, 2023, when he was Russian Defense Minister Sergei Shoigu visited Pyongyang and met with Chairman Kim Jong-un, he delivered a personal letter from President Putin, and the two sides watched a military parade held in Pyongyang together.

The AP reported at the time, “In this letter, which the Kremlin later released, President Putin congratulated Kim Jong-un on the anniversary of the ‘defeat of the enemy’ in the Korean War and praised the contributions of Soviet soldiers, especially pilots, who fought on the North Korean side.” “President Putin said this experience laid the foundation for friendly relations between Russia and North Korea against the West, citing North Korea’s support for Russia in the conflict over Ukraine,” the AP reported on July 28, 2023.
The AP reported that Putin’s letter said, “In the face of modern threats and challenges, it is especially important to preserve and increase the glorious traditions of friendship, good neighborliness, and mutual assistance.”
The AP quoted KCNA as saying, “Kim took Minister Shoigu to an arms exhibition where he was shown North Korea’s latest weapons and briefed on the country’s plans to build up its military power.” “Some of these weapons appeared to be intercontinental ballistic missiles, and North Korea has conducted tests in recent months to develop nuclear weapons that could pose a real threat to the U.S. mainland. Kim and Minister Shoigu walked past a new surveillance and attack drone that North Korea has not publicly announced.”
