The Panmunjom Declaration Agreement on Armed Forces Conflicts with North Korea-US Negotiations on Military Expenditure Reinforcement

Unlike the Panmunjom Declaration of the Disarmament Agreement between the South and the North, the biden administration, which switched to disarmament by increasing military expenditures, is colliding with North Korea-US negotiations.

In the Trump regime, the ROK-US led the increase in military expenditures, an increase of 5% per year, exceeding 2.6% of the world’s military increase in Corona last year, and the Biden administration of the Democratic Party began nuclear disarmament with a disarmament policy.

The United States, which dominated 39% of the world's defense spending, declined for 7 years under the Obama Democratic Party system, strengthened under the Trump Republican system for 3 consecutive years, and the Moon Jae-in administration led more than 5% of military spending.

The Stockholm Institute for International Peace Studies (SIPRI), which published the military expenditure statistics, announced on the 26th that the total amount of $1.98 trillion last year increased 2.6% from 2019 in'World Arms Expenditure in 2020', the highest level since the count in 1988.

At the 75th United Nations General Assembly on September 9 last year, North Korea said, "In the southern part of the Korean Peninsula this year, provocative joint military exercises took place despite the spread of infectious diseases, and the latest armed equipment was brought in from outside. Under the circumstances, the fundamental guarantee to protect the safety and development of the country is a strong self-defense force," he said.

North Korea's criticism from South Korea aimed at the introduction of three high-altitude unmanned reconnaissance aircraft (RQ-4) during the ROK-US joint exercise last year, and on nuclear disarmament: He tried to negotiate nuclear disarmament with the United States, saying, "We have to take the lead in and withdraw the nuclear weapons distributed outside our territory."

 

In celebration of the 3rd anniversary of the 4·27 Panmunjom Declaration, President Moon Jae-in said, "On the basis of the Panmunjom Declaration, we must move toward irreversible and lasting peace." I hope to find a way to restore dialogue and cooperate between the two Koreas and the North and the United States,” he said at the State Council on the 27th.

The Panmunjom Declaration agreed that “the South and North Korea will actively cooperate to establish a permanent and solid peace regime on the Korean Peninsula”, “confirming the common goal” for “realization of phased disarmament” and “realization of a nuclear-free Korean peninsula”. He declared disarmament with his signature.

In response to the military expansion led by the US and the ROK in the Trump regime, the Russian Foreign Minister said on the 25th of last month that "Efforts to maintain peace and stability are important not only on the Korean Peninsula but also in Northeast Asia. All countries concerned have armed competition and revitalize all kinds of military activities. It also includes giving up the policy," he said at a press conference at the Korea-Russia Foreign Ministers' Meeting.

The resumption of negotiations with North Korea seems to be at stake in the Moon Jae-in administration's renunciation of military expenditures.
