President Yoon continued, “The Philippines, which shares the values ​​of freedom, human rights, and the rule of law with the Republic of Korea, is also a key partner country in implementing our government’s Korea-ASEAN (Association of Southeast Asian Nations) solidarity plan and the Indo-Pacific strategy,” and unilaterally announced that the “strategic relationship” in the agreement should be defined as “democracy and market economy,” adding “market economy” and even “freedom.”

President Marcos responded by deleting “freedom” and announcing that “the Philippines welcomes Korea’s efforts to promote peace and security on the Korean Peninsula.”

The joint statement of the Korea-Philippines summit uniquely divided the relationship between the two countries into three periods: 1. “Development of the common values ​​of freedom, peace, prosperity, and aspirations” after the establishment of diplomatic relations in 1949; 2. “Based on sacrifices for democracy, sovereignty, and freedom” in the war of 1950-53; and 3. “Upgrading the relationship to a strategic partnership of substantive cooperation.” President Yoon stated that it was an “agreement on democracy and market economy.”

The Philippines, the US, and Japan reached an agreement on April 12 to “grid diplomacy” in the “Multi-layered structure to respond to China’s complex system” in the Indo-Pacific region, in the “Maritime Democracy, Security, and Economy” at the trilateral summit.

U.S. President Joe Biden spoke of “expanding the network” of security and economic alliances in the Indo-Pacific at his first summit with the leaders of Japan and the Philippines on April 11, and the White House announced on the 12th that it would establish a “grid system.”
