The new decree released by the Korean Central News Agency showed North Korea's nuclear disarmament negotiation method by stating that if the international community's development of nuclear capabilities progressed, North Korea would 'renew' its nuclear capabilities accordingly.
In his speech on the same day, Chairman Kim rejected the method of exchanging economic sanctions in the denuclearization negotiations, saying, "We will not pursue an improved and tangible economic living environment by using nuclear as a loan, which guarantees the safety of the republican regime and future generations."
North Korea's new law on nuclear force policy seems to have abolished the "Act for Consolidating the Status of a Nuclear Power State" at the Supreme People's Assembly on April 1, 2013, and even disclosed the use of nuclear force in a military conflict with the Yun Seok-yeol government of South Korea.
North Korea has expanded its ‘right to self-defense’ as much as possible by adding “a situation that causes catastrophic crisis to the existence of the state and the life and safety of the people and creates an unavoidable situation in which there is no choice but to respond with nuclear weapons” as a new condition for using nuclear weapons.
Regarding non-nuclear conditions, Chairman Kim said, "If our nuclear policy changes, the world must change and the political and military environment on the Korean peninsula must change." It added the accusation that it was "initiating dangerous military actions and arms modernization games that further aggravate regional military tensions".
Regarding the non-nuclear approach, Chairman Kim said, "The worrisome circumstances tell us that the military situation around our country is long and deteriorating, and that we must be thoroughly prepared for it."
In his reference to the nuclear issue, Chairman Kim said, "The current regime in South Korea" and "reinforcing the ROK-U.S. combined defense posture" and "building a so-called 'Korean-style three-axis strike system' to increase 'deterrence' and 'response' and 'reducing regional military tension' He said, "We are starting a serious military action and arms modernization game that causes more risk," he said, expressing it as a 'temporary government'.
