President Yoon Seok-yeol expanded the ideological system of sharing liberal values of “Japan is a close neighbor and North Korea is an enemy” in the defense white paper earlier, saying “the March 1st Movement is a freedom movement.”

President Yoon said, "The March First Independence Movement 104 years ago was an independence movement to establish a free democratic country where the people are the owners." We must contribute to the common prosperity of the world," he defined the March First Independence Movement as the expansion of the free camp.

The 3ㆍ1 Declaration of Independence has nothing to do with 'liberalism', and only mentions 'freedom' as "independence for the consistent development of freedom for the people" and "returns to a natural, reasonable and upright world where the strong do not rule the weak by force." It was specified that “to enjoy the pleasure of a rich life to the fullest by protecting the innate right to freedom.”

In Paragraph 1 of the Three Pledges, “One, our actions today are the demands of the people seeking justice, guidance, survival, and prosperity. The right to freedom' and 'the right decision to be confidently announced' were announced.

In his speech commemorating the March 1st Independence Movement Day, President Yoon said, "Now, a century has passed since the March 1st Movement, Japan has changed from a militaristic aggressor in the past to a cooperative partner that shares universal values with us and cooperates on security, economy, and global agendas. We are universal. We must contribute to the expansion of global civil liberties and the common prosperity of the world by solidarity and cooperation with countries that share our values. This is no different from the spirit that proclaimed the freedom and independence of our country 104 years ago. The effort without effort should not stop even for a moment,” he said, “that is the way to sacrifice and devote yourself for the freedom and independence of the country and properly repay the ancestors.” He directly linked the spread of liberalism to the independence movement. ," Japan declared as a "neighbor" and reported an increase in North Korea's weapons-grade plutonium stockpile.

In the '2022 Defense White Paper' released on the 16th, it was stated about Japan that "Korea and Japan share values, and Japan is a close neighbor that needs to build a future cooperative relationship that meets common interests." In , Japan was described as "a neighboring country that must cooperate not only for bilateral relations, but also for peace and prosperity in Northeast Asia and the world." Value sharing, close neighbors, and future cooperation were added, and President Yoon spoke about 'values'. 'Freedom' was specified as a commemorative speech for the March 1st Movement.

The March 1st Declaration of Independence reads, “Now we declare that Korea is an independent country and that Koreans are an independent people. Let this be known all over the world to clarify the great meaning that all human beings are equal, and let it be known to all generations so that they can enjoy the right right to national self-respect forever. It is to declare independence by relying on the authority of 5,000 years of history, to spread and publicize our independence by gathering the loyal hearts of 20 million people, to insist on independence for the unchanging development of freedom of the people, and to encourage all mankind with a pure heart. It is to advocate for independence in order to follow the great will of the world transformation we hoped for and move forward together (omitted) Today, when the common values of mankind and the conscience of the times become the army of justice, and humanity and morals become weapons to protect us (omitted) It is to correct and rectify the unnatural and unreasonable false reality created by Japanese politicians and return to a natural, rational and correct world in which the strong do not rule the weak by force.” We will enjoy the joy of life to the fullest, and we will use our creative abilities to make the excellence of the Joseon nation bloom all over the world full of spring energy.”

The three pledges are <One, our action today is the people's demand for justice, guidance, survival, and prosperity.

One, to the last person, until the last tip, proudly announce the right opinion of the nation. However, in all actions, respect the order first, and let our claims and attitudes be fair to the end.>

In his speech to the United Nations General Assembly on September 20 last year, President Yoon said, “When the freedom of any individual within a country is threatened, community members must unite to remove the threat and protect freedom.” “The Republic of Korea will fulfill its responsibilities together with the United Nations for the protection and expansion of civil liberties and peace and prosperity of the world’s citizens” announced
The Charter of the United Nations states that "nothing in the Charter authorizes the United Nations to intervene in matters which are by their nature within the domestic jurisdiction of any State, or require Member States to submit such matters to a solution under this Charter." As stated in Article 7 of the Chapter 1 purpose, 'no recommendation to member countries' is the founding principle.
President Yoon's speech was a "recommendation to spread freedom" to member states at the UN General Assembly, violating the UN Charter's "prohibition on recommendations to member states" and prohibition of mobilization other than international organizations.

The preamble to the Constitution reads, “The people of the Republic of Korea inherit the laws of the Provisional Government of the Republic of Korea established through the March 1st Movement and the ideology of 4/19 democracy that resisted injustice, and based on the mission of democratic reform and peaceful reunification of the motherland, justice, humanity, and brotherly love. (omitted) to secure the safety, freedom, and happiness of us and our descendants forever by solidifying the unity of the nation and (omitted) fulfilling the responsibilities and obligations accompanying freedom and rights.” 'Expansion of freedom', the commemorative sign of the 31st clause of the , seems to be damaged.

The Ministry of National Defense plans to produce an English version and a multilingual summary (English, Japanese, Chinese, and Russian) of the defense white paper, which consists of a total of seven chapters, and publish it in the first half of this year to secure the trust and support of the international community for its defense policy.
