The Saemangeum Complex started construction in November 1991 on reclaimed land off the coast of Gunsan, Gimje, and Buan, and was completed in 2010. After being designated as a Jamboree camp site, it was seen as a non-typical planned real estate investment due to the conversion of an industrial complex.
