The Yoon Seok-yeol regime has established a 'one-party dictatorship' by appointing Han Dong-hoon as acting president through a coup d'état, and he took office at the People Power Party headquarters on the 8th.
At the People Power Party headquarters on the 8th, Han Dong-hoon, the People Power Party leader, declared the People Power Party's dictatorship by saying, "We will regularize the meeting between the party leader and the prime minister at least once a week," and "Until the president steps down, the prime minister will consult with the party to take care of the people's livelihood and state affairs," and became the acting president.
On the day of his inauguration, President Yoon Seok-yeol declared in accordance with Article 69 of the Constitution, “I solemnly swear before the people that I will faithfully execute the duties of the President by observing the Constitution, defending the State, striving for the peaceful unification of the fatherland, the promotion of the freedom and welfare of the people, and the development of national culture.” Article 1 of the Constitution stipulates that the country is a “democratic republic” and that “sovereignty resides in the people.”
Article 66 of the Constitution <②The President shall be responsible for protecting the independence, territorial integrity, continuity of the state, and the Constitution.> Article 68 of the Constitution <If the President loses his/her qualifications for other reasons, a successor shall be elected within 60 days> In the case of the representative who monopolized this authority by “granting the right to lose qualifications,” he violated the Constitution and became acting president through a coup d’état.
Representative Han, who led the National Assembly to a vote to impeach President Yoon the day before by deciding not to attend the National Assembly, nullified the National Assembly’s voting rights by failing to meet the quorum, immediately summoned the Prime Minister at the People Power Party headquarters and secured the right to act as the President for himself, showing a typical example of a coup d’état.
Representative Han announced the transition to an acting presidential system in a joint statement with Prime Minister Han Duck-soo at the People Power Party headquarters that day, saying, “Until the president steps down, the Prime Minister will closely consult with the party to take care of the people’s livelihood and state affairs without a hitch,” and “Even before the president steps down, the President will not interfere in state affairs, including diplomacy.” Representative Han announced the ‘seizure of command authority for national defense and diplomacy’ by saying, “Through constant communication, we will discuss urgent national affairs such as the economy, diplomacy, and national defense and prepare measures so that even an inch of national vacuum does not occur,” and “The most important thing is the stability of the people’s lives. We will not let the people’s lives collapse due to confusion and conflict.”
Representative Han said, “Ultimately, I think that overcoming that crisis is a very important realistic task. The impact on diplomacy and the economy is significant,” and “Minimizing that impact and minimizing the damage to the people is the most important immediate goal we are currently taking on,” and announced the ‘exercise of diplomatic authority’ system as an agent of rights.
Representative Han continued, “I will ensure that the investigation by the investigative agency into the ongoing martial law situation is conducted strictly and transparently without any sanctuaries,” and “I will think only of the people and resolve the current situation and set the Republic of Korea right,” declaring a change in system to ‘Yoon regime martial law investigation and vassalage.’
The Constitution separates only military power and includes diplomacy in the agency system in Article 73 ("The President concludes and ratifies treaties; accredits, receives or dispatches diplomatic envoys; and declares war and makes peace") and Article 74 ("The President commands the Armed Forces as prescribed by the Constitution and laws"), and Prime Minister Han violated the Constitution by altering this to state that "diplomacy and the presidency cannot be separated."
