Tass reported that Putin said, "In my opinion, the newly elected US president sincerely wants to end the conflict for a number of reasons," and that Putin said that Russia "is in favor of peaceful resolution of all conflicts, including this one, through peaceful means, but not at our own expense. Our military holds the strategic initiative on all fronts of military contact."
Reuters reported on the 28th that “Putin’s remarks during a visit to the northern port of Murmansk came as the United States tries to rebuild relations with Russia and resolve the dispute through separate talks with Moscow and Kiev,” and that “Putin’s offer of an interim government appears to be aimed at addressing longstanding complaints that Ukrainian authorities are not legitimate negotiating partners as President Zelensky remains in power after his term ends in May 2024.”
Reuters reported that “Putin praised efforts to find solutions from the BRICS grouping, which he is promoting as an alternative to traditional alliances, and singled out China and India.” and that “Putin also said Russia is ready to work with many countries, including North Korea, to end the war in Ukraine.”
In contrast, Korean media quoted Ukrainian media UNN and changed Putin's statement to "ready to cooperate with North Korea."
Reuters continued, “More than three years after the start of the full-scale invasion of Ukraine, Russian forces now control about 20% of the country, Russia has declared that it has annexed four regions, and has also recovered much of the territory it lost in the invasion of the Kursk region in western Ukraine in August.” “He (Putin) said that President Trump’s efforts to have direct talks with Russia show that the new president wants peace, in contrast to his predecessor Joe Biden, who avoided contact.”
‘Newsis’ reported on the 28th that <Ukrainian media outlet UNN quoted Russian media outlets on the 28th (local time) that President Putin said, “We are ready to cooperate with BRICS (Brazil, Russia, India, China, South Africa) and North Korea to resolve the Ukraine conflict.”> and Korean media outlets all re-quoted this.
‘Hankyoreh’ reported that <Russian President Putin is deploying all-out maneuvering and pressure to lead the war in Ukraine to his advantage. He proposed not only the establishment of a provisional administration in Ukraine, but also cooperation with North Korea and others in armistice negotiations.

Acting President Han Duck-soo said in his West Sea Defense Day speech on the 28th, “The most regressive regime on Earth, North Korea, continues to threaten peace on the Korean Peninsula and around the world today,” and “It is plotting new forms of provocation while improving its weapons systems aimed at us through illegal arms deals with Russia.”
On December 1 of last year, 'New Daily' reported, "According to the Russian Ministry of Defense on the 30th of last month, Russian Defense Minister Andrei Belousov, who was visiting North Korea, met with Chairman Kim Jong-un and announced that he had invited the North Korean military to the 80th anniversary of Victory Day parade to be held at Red Square in Moscow, Russia on May 9 next year."
