TASS reported that Russian Deputy Foreign Minister Rudenko told reporters on the 27th that "North Korea is preparing for Chairman Kim Jong-un and General Secretary of the Workers' Party of Korea to visit Russia this year."
Yomiuri reported on the 28th that "Russia is celebrating the 80th anniversary of the victory over Germany on May 9 and has invited its leaders to a military parade in Moscow," adding that "North Korean soldiers are expected to participate in the parade."

 

Tass News Agency reported early on the 28th that Russian President Putin proposed to put Ukraine in a temporary administrative form so that new elections can be held and key agreements for resolving the war can be signed, and that during a meeting with sailors at the port, Putin said, "Of course, in principle, a temporary administration can be introduced in Ukraine under the auspices of the UN, the US, European countries and partners." 

Tass reported that Putin said, "In my opinion, the newly elected US president sincerely wants to end the conflict for a number of reasons," and that Putin said that Russia "is in favor of peaceful resolution of all conflicts, including this one, through peaceful means, but not at our own expense. Our military holds the strategic initiative on all fronts of military contact." 

Reuters reported on the 28th that “Putin’s remarks during a visit to the northern port of Murmansk came as the United States tries to rebuild relations with Russia and resolve the dispute through separate talks with Moscow and Kiev,” and that “Putin’s offer of an interim government appears to be aimed at addressing longstanding complaints that Ukrainian authorities are not legitimate negotiating partners as President Zelensky remains in power after his term ends in May 2024.”

Reuters reported that “Putin praised efforts to find solutions from the BRICS grouping, which he is promoting as an alternative to traditional alliances, and singled out China and India.” and that “Putin also said Russia is ready to work with many countries, including North Korea, to end the war in Ukraine.” 

In contrast, Korean media quoted Ukrainian media UNN and changed Putin's statement to "ready to cooperate with North Korea."
