Following Deputy Minister Kim's announcement, Foreign Minister Park Jin announced on KBS 9 News in the evening that the Korea-Japan summit held on the 16th had not been discussed as an agenda, making it official as a secret negotiation. On the 6th, Minister Park Jin officially announced the 'third-party reimbursement' plan as the final solution in relation to compensation for forced labor in Japan, and in response to the ruling on compensation by Japanese companies, Korean companies supported Japanese forced labor victims on behalf of Japanese war criminal companies under the Ministry of Public Administration and Security of Korea. Article 6 of the Constitution states that "Treaties concluded and promulgated under the Constitution and generally recognized international laws have the same effect as domestic laws" and Article 73 of the Constitution "The President concluded and ratified, trusted, received or dispatched diplomatic envoys, and declared and strengthened war”.

Since the Korea-Japan summit is an open international negotiation and prior contact applies only to summit access, secret negotiations at the summit are not internationally accepted.
