US ‘Anti-Semitic Anti-American Social Media’ AI-based Screening, Visa Denial, Permanent Residence Revocation
The US has used AI to screen ‘anti-Semitic anti-American social media participants’ and has denied international student visas and revoked their permanent residency, putting Columbia University freshman Jeong Yun-seo, a Korean student who immigrated at the age of 7 and is now a permanent resident, on the list of candidates for deportation.
Secretary of State Marco Rubio has instructed diplomatic officials overseas to closely examine social media content to block entry of students and other visa applicants suspected of criticizing the US and Israel.
The Handbasket, an independent US news site, reported on the 26th of last month that <State Dept. demands 'enhanced' social media vetting of student visa applicants>(State Department demands 'enhanced' social media vetting of student visa applicants) with the subheading <It’s tied to Trump’s executive orders re: terrorism and antisemitism, per an official cable review by The Handbasket.> The New York Times reported on the 1st that “Secretary Rubio outlined the ‘hunt-out’ guidelines in a lengthy cable sent to diplomatic missions on the 25th,” and that “the move comes nine weeks after President Trump signed an executive order to launch a campaign to deport some foreign nationals, including those who may have ‘hostile attitudes’ toward the United States’ ‘citizens, culture, government, institutions or founding principles.’” The White House’s January 10 executive order states: “(b) To protect Americans, the United States must exercise due care in the visa issuance process to ensure that foreign nationals granted entry into the United States do not have an intent to harm Americans or their national interests. More importantly, the United States must verify their identity before they enter or are permitted to enter the United States. In addition, the United States must ensure that foreign nationals admitted and already present in the United States do not adopt a hostile attitude toward the citizens, culture, government, institutions, or founding principles of their country, and do not advocate, support, or assist designated foreign terrorists or other threats to national security.”
Two U.S. officials familiar with the executive order told the Times that Rubio’s directive “should immediately refer certain applicants for student and exchange visitor visas to the Fraud Prevention Division for a mandatory social media check.” The federal government’s Fraud Prevention Division assists the consular offices at embassies and consulates that issue visas with the screening of applicants, and the screening is done using artificial intelligence (AI).
The New York Times sent questions to the State Department about AI-based social media screening, and a State Department spokesperson confirmed the operation in mid-March by saying via email that “all available technologies” were being used to screen visa applicants and holders.
The spokesperson responded by saying “all available technologies” when asked whether the Justice Department was using AI to scan databases and social media posts to find visa holders who should be revoked by Trump aides.
In early March, Secretary of State Rouvier notified Department of Homeland Security officials that the permanent residency status of Mahmoud Khalil (30), a Syrian-born Columbia University graduate with a master’s degree, and Jung Yoon-seo (21), a Columbia University undergraduate who was born in Korea and raised in the United States since the age of seven, had been revoked.
The State Department applied a provision in immigration law that allows it to recommend for deportation individuals who “potentially have a significant adverse foreign policy impact on the United States.” Mr. Khalil is a permanent resident married to a U.S. citizen, and Ms. Jeong has lived in the U.S. since she was 7.
Secretary Rubio sent this to the Department of Homeland Security by executive order, and the Justice Department is sending agents to detain some of the aliens who have been stripped of their visas or, in some cases, their permanent resident status, commonly known as green card holders.
The date Rubio gave in the memo states that one of the primary purposes of the social media searches was to deny applications from students who expressed sympathy for Palestinians during the war.
The memo states that visa applicants can be denied visas if their actions or behaviors “show a hostile attitude toward American citizens or American culture (including the government, institutions, or founding principles).”
The New York Times reported that “such language can prompt foreign nationals to censor many kinds of speech to avoid jeopardizing their chances of getting a visa,” and that “U.S. consulates can have difficulty judging an applicant’s past statements and social media posts, especially when they do not know the proper context.” The New York Times continued, “Some foreigners with critical views on U.S. policy may simply forgo applying for a visa,” explaining that this is “a strategy to induce voluntary abandonment of visa applications,” adding, “This is clearly the outcome Mr. Rubio prefers.”
The requested visa types, which could trigger additional investigations under the pretext of “fraud prevention,” are F, M, and J visas, which are student visas and exchange visitor visas.
The critical incident in the U.S. visa revocation came when former Costa Rican President Oscar Arias told reporters on the 1st that “the U.S. government sent an email saying that it was suspending visas for passports that allowed entry into the U.S.”
The New York Times reported that “Arias, a few weeks ago, said on social media that President Trump was acting like a ‘Roman emperor,’” and that “Mr. Arias, a Nobel Peace Prize winner, is the most prominent foreign citizen to have had his visa revoked so far.” The US Secretary of State told reporters on March 27 that since taking office in late January, he has canceled more than 300 visas, many of them students.
On March 25, six federal agents dressed in black abducted Rumeisa Ozturk, a Turkish graduate student at Tufts University, from a street in Somerville, Massachusetts, and took her to a detention center. Rubio later said that he had canceled her student visa, making the case a major issue.

On the evening of the 25th, Rumeisa Ozturk was approached by masked agents and pushed into an unmarked SUV. Ozturk is a Fulbright Scholar at Tufts University in Somerville, Massachusetts, and is originally from Turkey. The agents were from Immigration and Customs Enforcement (ICE), and until the afternoon of the 26th, no one knew where they had taken her, nor did her attorney.
Ozturk’s alleged crime is unclear. What we do know is that she was recently targeted by an organization called Canary Mission, which exposes pro-Palestinian activists by publishing sensitive personal information. She is a member of Graduate Students for Palestine, and co-authored an editorial with fellow organizers in the 2024 student newspaper demanding that the university “recognize the Palestinian genocide, apologize for the statements of university president Sunil Kumar, disclose its investments, and divest from companies with direct or indirect ties to Israel.”
The Handbasket has now learned that the U.S. Department of State (DOS) has issued guidance that makes it easier for foreign students like Ozturk to be turned away from studying in the United States. Secretary of State Marco Rubio sent a cable to some department employees on March 25 titled “A Call to Action: Enhanced Screening of Visa Applicants and Social Media Screening.”
The Handbasket, which obtained a copy of the letter, found that the 1,700-word cable outlines the steps that foreign service officers at U.S. embassies and consulates abroad should take when reviewing student visa applications.
The letter reads:
“Effective immediately, consular officers will refer certain student and exchange visitor (F, M, J) visa applicants to the Fraud Prevention Unit (FPU) for mandatory social media screening as described below.”
The letter then quotes Rubio’s March 16 statement:
“We do not want people in our country who are going to commit crimes and undermine our national security or public safety. It’s that simple. Especially not when they’re guests. That’s what a visa is… a visitor in our country. Violating the terms of your visit will result in your departure.>
The letter is intended to enforce compliance with two of Trump’s executive orders: EO 14161, Protecting America from Foreign Terrorists and Other National Security and Public Safety Threats, and EO 14188, Additional Actions to Combat Anti-Semitism. (The numbers used in the latter include references to Nazis, which the administration has not confirmed, but should be obvious to anyone knowledgeable about the subject.)
In addition to applicants with suspected terrorist ties, the consulate is also directing consular officials to conduct enhanced social media screening for all applicants who held a student or exchange visa between Oct. 7, 2023, and Aug. 31, 2024, or whose visa expired between Oct. 7, 2023, and the present.
The letter states that “as part of the review of potential ineligibility in all cases, consular officers must address any adverse information indicating that the visa applicant may fall under one of the terrorism-related ineligibility grounds of the Immigration and Nationality Act (INA).”
The letter continues, “This includes advocating, supporting, or persuading others to support terrorist activities or a designated foreign terrorist organization (FTO).”
The Times reported that “Secretary Rubio has been signing visa cancellations every day.”
